California: Only accounts for which Direct Access (DA) contracts with Electric Service Providers (ESPs) existed on 9/21/2001 may receive supply from their current or a new Electric Service Provider (ESP). All DA accounts that have returned to tariff after 9/21/2001 must choose an ESP in early 2004 or return to tariff for a three year period. Letters should be out or on the way to affected customers and will allow 45 days for customers to declare their intentions and 60 more days to contract with an ESP. Massachusetts: The DTE has approved several new standard offer prices, so customers on that service should consider alternative offers. In NSTAR territory, Boston Edison's SO rate has gone from 4.95 to 5.1 cents per kWh, while Cambridge, Commonwealth and Fitchburg Electric's rates have climbed from 6.124 to 6.323 cents per kWh. But the big news is in Massachusetts Electric Company territory, where the Standard Offer rate has risen to 6.802 from 6.124 cents per kWh.

What's Ahead for 2004?
2004 promises to be an interesting year in terms of deregulated electric markets. Texas is likely to continue its reign as the home of some of the greatest opportunities in competitive electric markets, while Michigan and New Jersey will see sustained activity. Maryland will offer up significant opportunities as the year progresses, and near-dormant markets, such as Connecticut and Virginia, may emerge as viable. If wholesale prices cooperate, we could see savings once again in Pennsylvania and continue the opportunities in Massachusetts and Maine. Even California will see renewed activity based on new rules concerning switching (see above).
